Troubleshooting a issue with home network

Have the ISP check the signal and line quality UP to the modem. Be sure the ISP provisions the modem correctly.
Be sure there are no coax cable line splitters in the between the modem and ISP service box.
Be sure your using good quality RG6 coax cable up to the modem.
Be sure to power OFF the modem for 1 minute them back ON.

ISP came out and checked the Signal all the way up to the modem and everything is in the green. The technician who came out said that he was "bafflled" by what was causing the issues. Everytime he would re-provision the modem, the speeds would kick back to regular speed (about 900 down) but then go back to the same issue - router would report operating in partial mode and the speeds would drop back to 30. He also checked with a different modem with the same results. There are also mutliple people in my building expereincing the same thing. No splitters, all the connections and coax cables are good.
What other types of things would cause this?
Thats someting the ISP needs to take a deep dive into to find out. If others is same building are experiencing same thing, then they need to figure that out.
