I don't know about anybody else, but I have no idea what you mean by "Twitch Keeps Buffering". Is this some sort of gadget or other?
Doesn't seem to be something that has cropped up here much.

What makes you think that this has something to do with your modem/router?
This place is for help with Netgear devices. If you have a problem with something else, then you should ask the people who make it for help. Then, if they tell you to make some changes to your modem/router by all means seek help here.
While many questions about routers are generic and could be answered anywhere, some things need specialist knowledge.
You might get more help, and find earlier questions and answers specific to your device, in the appropriate section for your hardware. That's probably here:

You might like to search there for messages related to your problem.
In the meantime you could visit the support pages:

Feed in your model number and check the documentation for your hardware. Look at the label on the device for the model number.
Check for various troubleshooting tips.
You may have done this already. I can't tell from your message.
I mention it because Netgear stopped supplying printed manuals and CD versions some years ago and people sometimes miss the downloads.

No reason to be rude, Twitch- Twitch, as in Twitch TV, where people go and stream games, etc..
I am not sure if it has anything to do with my modem, thats why I am here...
I have tried ALL other sitting that I can do in windows, DNS, firewall, issues, and again, that is why I am here, not sure if its setting on the modem that I need to change.
Again, this is a place where we can reach out to other Netgear users for help, or to see if other users have had the same issues.. again, that is why I am here.
I have searched for this issue, on Google, Youtube, and other sites and have followed instructions on trying to fix it and it has not worked.

Apologies for trying to elicit useful information about what the heck you were taking about.
The first thing do when someone asks for help on a new topic is to search this place. Sadly "twitch" got me nowhere that made sense.
I would have thought that Twitch TV would be the place to ask for advice on the best settings to use, regardless of the brand of router. Clearly, this technology isn't widely used around here.

So you're streaming off someone else's live view?
Does it happen on all devices?
Does it happen only to specific user's?
Just curious if its actually yours buffering or the person your linking to having buffering as live streaming is more sensitive and doesn't have much for buffers.
