Are you trying to do your own stream on twitch or watch someone elses twitch?
Do they both buffer/stutter?
What download AND upload speed do you pay for?
Reason I ask is I see it a lot where people are paying for plenty of download speed but only getting 5mbps on the upload. For many things its fine but if you're doing your own live streaming on twitch, it might not be enough capacity as the upload is much slower than the download.

No, not trying to steam anything, just trying to watch things at this point.
The video will load and about 2 minutes in to watchting, the buffer circle comes up and spins, for about 20 seconds, video starts playing again for about 10 seconds, and goes back to buffering.
Speeds are- Download, 750.76 mbps and Upload is 39.06 mbps.
