That is the only splitter that I know of. Are the splitters potentially the cause of the power fluctuation in the modem? Could there be other possible causes?

many things can cause it.
damage to the coax
moisture in the line
old/bad/cheap connectors
corrosion
loose connections
but if there's a splitter, try removing it first in case its the issues. Preferably, directly connect the modem to where the coax enters the home and use it for a period. that'll let you check the incoming line. If you still have the issue, then it means its either the line or the modem
