With cable modems all firmware is pushed out by the ISP we provide the ISP the firmware they verify it make any changes they need to and push it out. What should your upload speed be at?

My upstream speed has always been over 10, typically somewhere between 11 and 12. The Comcast tech guy came by again two days ago and ran another new cable for me, this time inside going to my modem, and yet my speed is still abysmal. It's less than 4mbps. I don't understand what the heck is going on.
If it's true that it's up to the isp to push through any new firmware updates, what should I say to them when I call again? Also, could something else be causing this? Am I runnning the most up to date version for the cm500? (The version is V1.01.05, and from what I can tell perusing this site that is the most current update.)
I'm wondering if Hurricane Matthew did some damage to one of their stations and they (Comcast) aren't aware of it, because this only happened after that storm came blowing through here, and it did a ton of damage to other things. The destruction was unbeleivable. Anyway. Thanks so much for trying to help me. Any more information is greatly appreciated. :)
