Using Nighthawk X4 C7500 AC3200 Wifi Routers or Modum in another country
Is it possible to use either the Netgear Nighthawk X4 C7500 AC3200 Doccis 3.0 Cable Modem Router WiFi. or Netgear Nighthawk AC1900 model R7000 Dual-Band Wi-Fi 5 Router & CM500-1AZNAS 3.0 Cable Modem in another country like, Domincan Republic

Potentially? yes. Realistically it can be a large issue though. You're going to want to contact the ISP that you'll be using there and seeing what services they provide and what modems/gateways they use. They might require their own to be used or your current one might not be compatible at all. Just a quick google search showed 24 different providers in the dominican republic.
You picture shows a R7000. Here's a thread that discusses changing wifi regions. Usually US versions are region locked but potentially you can change it with some effort on your part
