VPN option not available C7000 - flash the firmware?

Wondering if there is a cabled method for flashing the firmware. I need to set up a VPN and the modem/router CP has no VPN options at all. Or, in the alternative, do the legacy firmware(s) have VPN capability?

    VPN termination is not supported on C7000.

     

    Only VPN pass-through is on C7000.
