What is the fast speed someone has seen from an AC1600 C6250?
I have an AC1600 C6250 router and Xfinity is my ISP. I'm paying for 650 Mbps (its actually cheaper than 250 Mbps), but I'm only getting around 250 Mbps via Wifi (5Ghz) (comp/phone) and 350 - 400 Mbp...

You'll need to get into a C7000 or C7800 if you want to maintain a modem router combo or change to a model only option, like a CM1000 and connect up a external router if your going to have that kind of wired speed with your ISP. Thought wireless speeds will max out at around 400-500Mbps depending upon wireless device design and support.

Xfinity said this router doesn't go that high, but according to the box its supposed to be abe to go up to 1300 Mbps. ( I do have about a half dozen smart lights as well as security cameras hooked up as well.)

Since you're on xfinity, if you plan on upgrading, I'd highly encourage you to look at the docsis 3.1 devices for xfinity.
I'm on xfinity and the docsis 3.1 tend to work better, be a bit more tolerant of noise, and are compatible with up to 1 gig speeds.
Docsis 3.1 modems:
CM1000 (single gig port)
CM1100 (dual gig port for wan port aggregation)
CM1150V (voice)
CM1200 (4x ethernet ports for wan port aggregation or if you have a business line on xfinity. Wouldn't recommend because there isn't much benefit on xfinity)

C7800
CAX80
