If your trying to connect a external router to the C3700, this alreay has a built in router. To connect a external router to the C3700, you would first need to put the C3700 into modem only mode. Not sure if it's the same as my C7800, however mine has a NAT Mode menu option. When enabled the router portion of the modem is enabled. If you DISABLE NAT mode, then this disabled the router portion of the modem and makes it a modem only.
Review the user manual for this feature. If you can get the C3700 into modem only mode, then you can connect the external router.
The reason for the problem is that the IP address between the two are in conflict and maybe using the same LAN IP address. Putting the C3700 into modem mode will fix this.

ok thanks i bet that is why i could not get them to work together before. i used the netgear wiaard and you would think that would turn of the c3700 wifi. i see that in the c3700 setup section. so maybe i can do that tomorrow. on guy form netgear told me to turn on the r6000 acess point and when i did that the r600 went off and i could not get it back. so i took it off and put the c3700 back on. so iw ill try that. then what about the vpn does the r6000 have the vpn built into it or do i need to get a service? the guy on the ip cam site told me the vpn is free on the netgear system now he may be talking about the routers and not the modems. so does the r6000 have a free vpn built into it? thanks
