WiFi modem router c7000v2

Hi, I’m new to this. Purchased a netgear AC1900 netgear modem router about a year ago. Model number is c7000v2. Recently I’ve been having speed issues, and the downstream light blinks. When I do a speed test, I get download speeds of 2MBPS, and upload speeds of 30-35mbps. I’m currently paying for 400BMPS. I’ve contacted my isp, and they’re telling me it’s possibly my modem router. I don’t get those speeds all the tim, it happens randomly.

      Firmware is v01.02.04, it’s a AC1900 Netgear WiFi Modem Router, Model c700v2, it happens only at night when the downstream issues occur. I’m not sure what you mean by the question of “the environment where relevant.”
