Will Modem be damaged due to poor packing from retailer

I just received UPS delivery of modem from Best Buy.  I am concerned it may be damaged due to POOR PACKAGING.  The product had NO packaging within the outer cardboard box.  The "bubble wrap" had no air in the pockets at all.  Should I exchange it at my local store?
