If you go into the verizon router's configuration, there should be an option somewhere that will allow you to manually set the speed and duplex of a port (maybe all ports at once). Try changing this to 100Mbit Full-Duplex and see if anything changes. Be sure to unplug the cable from the Verizon to the powerline and plug it back in after a 5 second wait to let everything properly connect again.
Report back with test results and any differences.

After a lot of searching, I found that there is no hardware or software to allow me to go in to the Verizon router configuration. So I called Verizon and the technical person there contacted the router manufacturer to fully answer my question. They said that my router is indeed operating at full-duplex with speeds exceeding 100Mbit (actually up to 1000Mbit). In additon, Verizon does not provide the software to allow the user to see or adjust the router configuration. Therefore, the problem of slow internet speed at my Netgear connected computer is still not solved.
