    Works now!

    I tried a moving the adapter closer to the PLW1000, re-pairing by pressing the security button on both devices, but ultimately what worked was restoring the devices to factory settings. But it actually took a few tries to restore them to factory settings, because the various skinny objects I was using weren't actually pressing the button.  A ballpoint pen does not work; a thumbtack does.

The PLW1000 probably has a bad or no connection to the Powerline adapter at the other end.  You should re-do the process to pair them together.
