I cannot see my two adapters listed or ip addresses for them. Running latest firmware on RS700 any advice?

Unless I'm very wrong, the PLP2000 is a pure L2 device, not getting an IP address from your router (here the RS700), so it won't become visible as a connected device.
It's a little bit different with the Powerline devices with the built-in WiFi AP (for example PLW1000) where the AP part does get an IP address by DHCP (over the powerline connection) from the connected router / DHCP server. pure powerline system, e.g. a pair (or more) PLP1000 or PLP2000 will remain invisible to the pure IP based "logic" for discovering and enumeration of connected devices.
