My guess is that you are both using the default encryption key for the powerline adapter network.
Try changing yours using this procedure: https://kb.netgear.com/30785/How-to-manually-set-the-Encryption-Key-for-the-Powerline-adapter-network. That should break the link between the two networks. After you've done it, you should suggest that your neighbor also change theirs.
