What do the lights look like on the second plug?
Which plugs are these? With or without wifi?
Have you reset the plugs?

Thank you for your response but it was100% OE. I didn't realize that the recieving unit needed to hvee a network cable and device plugged in before all three lights woujld light up. I noticed it after I unplugged the sending unit and saw that one of the lights on the recieving unit went out. At that point I realized that it must have been gettign a signal.
Ooops.

If the receiving end is a wifi plug, then you do not need a cable connection.
