Powerline 1000 speed slow despite green LED

I think I figured it out and I'll post in case anyone has a similar issue. I have a gaming motherboard that has the Killer E2200 Gigabit Ethernet Controller with the Killer network adapter driver. It seems sometime between me last using a wired connection to using ther powerline I had modified my ISP speeds in the settings of the Killer network app. I don't know when or why I did this but I set my ISP speed to 150mbps download now and did a speed test and it got to 82mbps. I don't know why this feature is on the app. I would understand limiting speed but this feature literally says "Internet Service Provider Speed:" and let's you enter in your speed manually, and then seems to limit your speed without directly saying it is throttling you.
Well anyways, the problem seems to be resolved and maybe this will help SOMEONE out considering hours of googling stuff came up with nothing.
