Powerline 1200 getting 10% speeds only 10 yards from modem

It isn't easy to unravel this. Is the Fire TV using wifi or direct, wired, LAN with the Powerline?

Direct is best. If you get seriously slow speeds then investigate that. If it is a wifi link, then check that the plug and router are using different SSIDs so that the poor TV isn't getting confused about which one to connect to.

Again, confusing for me. 7 Mbps down should be good for TV. But if you get 7 Mbps  down and 20 Mbps that is really odd. It suggests that the plugs are doing fine, or they would not get that seriously good upload speed.

You seem to have tried all sorts of quirky things that may do more harm than good. Start with a bog standard approach. No fancy tricks.

Then add refinements as needed.

But someone else may have a better understanding of what is going on. As I say, I am bit baffled. I just follow what goes by here and the system you have set up should do just fine. It isn't that dissimilar to what I use.
