Powerline xwnb5201 powerline adapter

I am currently having issues with my.powerline adapter, anywhere they are plugged in they always show a red dot and my internet speed out of it is .09 MB/s give or take whereas with the wifi it is 20 ...

Neither of these solutions worked when I tried them, this is probably a stupid question but could it not be working because I don't have a Netgear router?
