If streaming to the PC is your number one priority, I would set the priority of the PC to high in your QoS Settings on your router by MAC address of the PC. Allow everything else to remain as normal. This should prioritise internet bandwidth to the PC
If you are streaming HD and the powerline adapters themselves are strugging to cope then you may want to consider upgrading the units to gain a higher transfer rate.
Powerline performance can vary from socket to socket, as their ability to transfer data is reliant on the quality of the wiring in your house and the route they need to take to connect to one another. Electrical noise can also interfere with the adapters. Is the new socket closer to a utility room / kitchen with washing machines, dryers, fridges or similar ? This could have a negative effect on transfer rate
