My first guess is, they are two different powerline devices, and won't talk to each other. Typically one would use same type pair of powerline devices (purchase in pairs).
Second guess, (if they are compatible) is that there is a possibility that they do not see each other as the issue at hand could be a house wiring issue, or a phase issue, or electrical interference issue. As a test, try a different outlet other than the living room, to see if these devices see each other.
