Extending wireless WiFi to garage which is 25 m away from house
Will the plp 1000 pow3rline 1000 + extra outlet be adequate to give me wireless WiFi in the garage and would I need a router in the garage .

If the wireless powerline is in the garage, its wireless should be fine depending on the size of the garage. Its a pretty solid wireless AP in terms of its wireless.
But will the powerline connection from home to garage be fine? That I can't say anything about. many things impact powerline connection rates/throughput.

No.
Powerline Ethernet is really just a bit of wire between your existing router and the garage. You can then plug a wired Ethernet device into the plug, at the same time you can also use the wifi from the plug.
