You have mentioned that two adapters are having the same problem unable to detect 5Ghz on your computer but works when connected to your brother's computer. Can you check the system information of your computer comparing to your brothers computer as this might be a limitation of your computer.

The two computers are the exact same model. We also checked the settings we had for both devices under the device manager, and they were the same.

There might be some problem with your computer as its been isolated that the two adapters are working fine with the other computer with the same specs.

I'm not sure what the problem could be. It's running fine. I've tried playing around with the settings to no avail. I've even tried calling Netgear customer support, and after being hung up on 3 or so times, they told me it was my ISPs fault and hung up on me again.

It shouldn't be your ISP. The adapter works on the other computer and you were able to see the 5Ghz. Can you check the device manager and properties of the adapter if there options you need to change.
