That's because there is no AP security setting to change. These extenders don't isolate clients from one another - as explained in the second post.
Your problem is caused by something else, not by the non-existent setting.

I resolved this issue. The key was to configure the range extender via the browser and use a security setting of WEP2. The WPS connection didn't enable the phone-to-Chromecast connection but WEP2 does.

WEP in all forms is insecure. You should be using WPA2-PSK as your security mode (both in your router and the extender). This might be called "WPA2 Personal" in the settings.
WPS is a method of making a connection, it is not a security mode.
