Some public networks require a web login in order to use them the extenders can not use these type of networks.

It could be a IP issue being a public address typically the extender will assign a 192.168.x.xxx Ip to your device when maybe the public connection could be using something different. Check the Ip address of the main network then check what Ip address you get when connected to the extender. Also if you are using a windows device make sure it sees the network as a home network and not a public one this could limit the connection as well.
