I've changed the router IP address to 192.168.2.1 and the problem persits with dupicate ARP requests.

Is the router complaining about 192.168.1.1 or 192.168.2.1?
You changed the router's subnet, so you should change the extender's IP address to be in the same subnet.

Thanks for your responses.
The duplicate ARP requests are coming from the Extender which is announcing itself as the same IP as the router: 192.168.2.1 (ie presemuably on the same subnet).
I will go through the setup process on the Extender again to see if that helps.
