ex2700 range extender stopped working

My extender stopped working. I reset to factory defaults and then no connection to the router. I ran a cable to the cable and tried both the ip address and the http address and neither one worked.

I left it plugged in and suddenly my browser showed the express page. I typed in my router password and it seemed to work but when I hooked to it there was no internet. When I inspected the unit the light for the browser connection was not lit.
