Tried resets - restore to factory - problem continued to persist ... also discovered that it was temporarily dropping clients when the IP request renegotiated. Decided to not take any chances - Returned and exchanged for a second EX6150...
Should have the replacement EX6150 in a couple of days - Amazon is fantastic!

Second EX6150 working perfectly - I don't know if this is a common problem with the EX3700, I presume not since I could find no other references to the issue. I'll chalk it up to it just being a bad new,out-of-box "experience" and let it go at that - though I will not be trying another EX3700 at some point in the future because the EX6150's work so exceptionally well...
