Yes, I got her iPhone to work.
The issue was in the parental controls of the FiOS router. I had inadvertenly left her blocked. I thought I was blocking a suspicous connection (one of the routers shorten and complicate her device's name so that we did not recognize it). Later, the FiOS router's menus were not clear and there was a sub-menu (that showed that user as being blocked) I kept missing. I finally found it and after unblocking her she has been fine since.
Thanks for the information. I doubt I have anything blocked but it is worth looking into.
