range extender nuttiness EX6100-100NAS
(1) currently this range extender DOES not appear on the network list for my verizon fios quantum gateway router when my other netgear extender does. of course verizon says this is a netgear problem....

this is all moot now. verizon sent a 'reset' thru fios and low and behold! everything now works and shows up properly. both netgear routers are there with proper ip4 addresses etc. seems that when i installed the new router, i forgot to call verizon to have them 'ting' (their words) the new router.

Do you mean the "lease type" is set to static? That's different from saying the address itself is static. A static address is assigned in the client device, not the router.
What happens if you ping 198.168.1.164 from the router? You do that from the "advanced" screen (click on "diagnostics" - which is the first item under "Utilities".
