RED Pick a Plug LED on PLW1010 regardless of power outlet in home

I have a PLP1200 plug into my wireless router to extend the network. If have other PLP1200s or AV500s in my home with GREEN Pick a Plug LED lights and work with the PLP1200 connected to my router just fine. If I plug in a PWL11010 into one of those outlets I get a RED Pick a Plug LED light, regardless of the outlet I use it on where the other powerline adapters are just fine. I even tried it on the same circuit as the PLP1200 and got the same result. Any ideas on what the issue is with the PWL1010? Thanks.
