Using Netgear xtender to create wifi so ipad can connect to Windows 10 laptop w/out Internet

Good day!

I'm trying to use a Netgear WN3000RP WIFI xtender to broadcast a SIDD so my Windows 10 laptop and ipad can connect to the WIFI allowing me to use an app on the ipad that controls a presentation program on my laptop.  The glitch is that I go into venues that don't have internet wifi.

So far I can't seem to get the Netgear wizzard to think it's ok to do it's job without the Internet.

Thoughts?

Perhaps the extender is not the tool?

Also my Windows 10 laptop can do a hotspot but again only if there's Interent!

    The extender wouldn't be the tool. 

    You'd want something with a dhcp server like a router.  

    If you're just using it for presentations and don't need internet, an old router might suffice. Or even a small travel router. 

    have you tried that? 

    You could even test it out at home with your home router by simply disconnecting it from your isp connection.
