Your setup is a little unclear, so a few questions.
1. Do you have a router?  If not, you should have one.
2. Is the second WN3000RPv3 wirelessly connecting to the first WN3000RP3?  If not, what is it connecting to?

Yes the second WN3000RPv3 is connected wirelessly to the first. - TheEtherDec 25, 2016GuruIt's not ideal to have a wireless extender connect to another wireless extender. Each extender imposes a 50% speed penalty to its wireless clients. Therefore, wireless clients connecting to the second extender will experience a 75% speed penalty. But this rule doesn't apply to wired clients, so your computer will only see a 50% speed penalty. As to the IP address conflict, are all of your devices set up to obtain IP addresses dynamically or are any of them set up to use a specific IP address? Did you restart your modem/router?
