Your setup is a little unclear, so a few questions.
1. Do you have a router? If not, you should have one.
2. Is the second WN3000RPv3 wirelessly connecting to the first WN3000RP3? If not, what is it connecting to?

Yes, my router is also my modem: from time warner. Yes the second WN3000RPv3 is connected wirelessly to the first.

It's not ideal to have a wireless extender connect to another wireless extender. Each extender imposes a 50% speed penalty to its wireless clients. Therefore, wireless clients connecting to the second extender will experience a 75% speed penalty. But this rule doesn't apply to wired clients, so your computer will only see a 50% speed penalty.
As to the IP address conflict, are all of your devices set up to obtain IP addresses dynamically or are any of them set up to use a specific IP address?
Did you restart your modem/router?
