Normally you'd just connect the cable to the PC (unless the extender is in access point mode of course).
The ethernet is fast ethernet (not gigabit) - you might want to confirm that the link speed on the PC says that. Maybe also try a different cable, and if that also fails.
A long shot (perhaps worth trying) is doing a factory reset on the extender. The PC should then be able to connect to the extender's setup wizard over the ethernet connection (though you might need to disconnect/reconnect it, in order to get a fresh DHCP address).
