Are you using the same SSID on both the router and the WN1000RP ?
Which router are you using with the WN1000RP ? Try resetting the router to factory defaults.
Please also try removing/forgetting the network on your devices and re-connect to the network.

Thanks. My router is a Thomson TG585. I have tried factory defaulting both, reconnecting the extender, and forgetting the devices (laptop and phone) on the network. Still the same issue - I need to turn off and then on the WN1000RP before I can connect to the extended network. Any more suggestions?

Can you please confirm that the router and extender are using different SSID?
Please try setting up an access control list on your Thomson TG585, this will create a list of allowed devices that can connect to your network
