WN3000RPv3 Firm Ware update
I was intending to update the firmware on my WN3000RPv3 extender which is presently V1.0.2.70 to the latest which is apparently V1.0.2.100 but from the Netgear genie Firmware Update list I clicked on "check for update" button "CHECK ONLINE". The response was "your firmware is up to date". Why does it indicate that it is up to date when it is not and what do you suggest I do? Should I go ahead and select "Upload Update File" to upload version V1.0.2.100 even though it says my V1.1.2.70 version is up to date?

Yes, you can manually update.
I recommend doing it over a hardwired connection.
the automatic update option isn't always the greatest.

The WN3000RPv3 is so old (2015 but originally from 2011) that it may predate the reliable update check, especially if the firmware is a long way out of date.
Manual updates are safer and more reliable:

The article suggested refers to updating firmware on a Netgear Router rather than updating firmware on a wifi range extender. Is the procedure exactly the same?

Yes.
Manuals are always a good place to start.
Visit the support pages:
Support | NETGEAR
Feed in your model number and check the documentation for your hardware.
That page will also have any software, firmware and drivers for your device, if they exist.
Look for the model number on the label on the device.
Check the section in the manual on updating the firmware.
