WND3400 giving 192.168.2.x IP range

No Netgear product that I am aware of uses the 192.168.2.x network range as it's default, you'll get either 192.168.0.x or 192.168.1.x - if you've hard reset the router these are the ranges you can expect to see.
You say the router shows up as a Belkin. what is the possibility that you are connected to the wrong router?
Disconnect everything from the router and connect your computer to the router with an Ethernet cable - what happens now?
