AC1200 Wifi Router
Router light keeps turning red 3rd light.
Continues To ask me to agree to policy and then to sign in I've changed my password twice should I not be trying to do this on a mobile device?

What Netgear device are we talking about?
AC12000 is not a model number. It isn't even a WiFi standard.
If you mean AC1200, that is not a reliable guide to model number. Many devices come with an AC tag, but it is essentially a label that Netgear, and other brands, attach to hardware to describe wifi speeds.
Look at the label on the device for the model number.
Manuals are always a good place to start.

Feed in your model number and check the documentation for your hardware.
Begin with the Quick Start/Installation Guide.
There may also be some helpful videos on what to do.
You may have done that already. I can't tell from your message.
I mention it because Netgear gave up on supplying paper manuals and CD versions some years ago and people sometimes miss the downloads.
