Cannot access https://readyshare.netgear.com to register the hard drive attached to my router.

At this point, you may access your files remotely using FTP access.
ReadyCloud is supported with newer routers.
ReadySHARE Cloud on the other hand does not accept new users and it's already phased out.
Which NETGEAR routers support ReadyCLOUD?

Where do you see this?
Readyshare is a local thing that you set up in the router's browser interface.
\\readyshare is the address on your local network.
There is a manual for the device somewhere at the end of this link:
