Can't Login to Router on WiFi or with the App

I found under Advanced Setup -> Remote management. There is a completely different ip address listed there. It is 192.168.0.3 I cannot change that address, at least I don't see where I change it. My network uses 190.168.1.x network. I am able to login to the router while on WiFi and on my phone using the 192.168.0.3 address.

1. What is the firmware version of the router? V1.0.2.78_1.0.58 - The latest firmware
2. Are your wireless devices showing up as connected devices on the attached devices page? Yes
3. Have you tried resetting the router? Factory reset or just unplugging it? I have powered it off and turned it on but that didn't make a difference.
