N450
The router seems to not be connected to the internet. The up arrow is blinking green which the manual says means the router is “ ranging on the upstream”. What does that mean in normal language? Could it have something to do with why I am not getting internet?

The router seems to not be connected to the internet.Which router? N450 is a WiFi label that Netgear and other brands put on routers sold a decade or more ago. Look at the label on the thing for a Model Number.
Is it also a modem that connects you to the Internet? If not, what device sits between this thing and the Internet?

What des your Internet service provider say?
An N450 router that is a cable modem based one.
What actual one is it?
Did you check with your isp to see if it still works as thats a pretty old cable modem/router.

The only one I can find is the CG3000Dv2 from May 2013.
