I assume that should be the other way round. The usual pattern is to deliver stuff to you (download) at 400 Mbps while you can push stuff out (upload) at 20-40 Mbps.

A router usually sits behind something else. Either a modem or an ONT (Optical Network Terminal). What do you have? Spectrum has supplied many different devices over the years, so the "standard" could be anything.
I am now getting speeds of 70 mbps upload speed to 2.5-5 mbps download speed and it is “very fast” when i run speed tests.
How are you measuring these speeds? Wifi tests just tell us about the speeds of your wifi clients. (The R6330 is a pretty average device on the wifi front, but should do fine with most clients) They are a poor indicator of your Internet service. To measure that you should use a wired connection.
