R6220 GUI not accessible through 2.4GHz band

Whatever is happening in your environment, its not normal. The router doesn't selectively exclude the ability to log into the admin portal based on the wireless broadcast you are connected to.
Are you using any type of manual IP or DNS configuration?
The gateway will be accessible from any device on the LAN (wired or wireless). What I recommend.
-Start by resetting your device to defaults. After restart, retest using default settings. Test access to the admin portal on all interfaces and broadcasts. If you experience the same behavior, I would reflash my firmware manually.
Download file from the support portal and flash from a PC connected to the router via ethernet. Updating should always be performed manually, and not by using the Genie App or the Auto Check and Update feature in the GUI. These have proven to be unreliable.

I use both static IPs and IPs allocated through router’s DHCP server to manage a mix of devices. I use static IPs for devices like wifi printer, CCTV DVR, and couple of desktops that require static IPs. These static IPs are fixed and are in the range 192.168.1.5 to 192.168.1.20. I have configured the router’s DHCP server to allocate IPs from 192.168.1.50 - 192.168.1.254.
DNS servers have been set to Google’s public DNS servers.
Do you see any issue with the above configuration that is resulting in devices on one band unable to see devices on the other band? I had identical configuration on my previous Netgear JNR1010v2 router. But then that was a single band wifi router.

I see nothing wrong with your config.
I use 192.168.1.1
DHCP 192.168.1.100~150
All static devices live between 192.168.1.4~99
My 8000P is tri-band with 3 different SSIDs. GUI is accessible from any machine wired or wireless connected to any broadcast.
It shouldn't matter, but change your DNS on the router to get from ISP, save and reboot it. Then retest.
