R6250 FW V1.0.4.6_10.1.12 manage bandwidth on connected devices

Hi!

I was wondering if there is a way to manage the allowed bandwith on each device that is connected to the router. I live in a student house with 7 other people and someone is always using all the bandwith for streaming or downloading, which is frustrating to the rest of us. I think we have like 16 devices in the house, is it possible to give each device 6-7% of the bandwith, or some kind of low to high priority?
