R6400 with ATT wireless modem for PS4

I cannot get a NAT Type 2 on my router.  I have set a Static IP, I think, by doing an Address Reservation.  I reserved xxx.xxx.xx.15, which is the PS4 IP address.  I then opened the ports specified by Sony on my modem and the router.  Does not open the NAT, still type 3.  Is there something else I need to do?  I have seen articles that state to go to DHCP settings and see what IP addresses are listed and select one not listed that is in the range of 2 to 254 and use one of those.  The router lists 2 to 254, so there are none outside that range. Is there something else I should be doing.  UPnP is on for both the modem and the router.  Thanks.

       Ok.  If you're using its telephone features, then you probably want
    to leave it as-is, and configure the R6400 as a WAP.

       Shouldn't matter.  It's normally called a "wireless access point",
    but it acts like a network switch with wireless capability.  Devices
    which are connected to the (LAN) Ethernet ports on the R6400-as-WAP
    should be part of the (newly extended) LAN, just like any wireless
    client devices which might connect to it.

       When you Enable AP Mode on the R6400, it should ask you how it should
    get its new LAN IP address.  You need to know its LAN IP address if you
    ever want to talk to its web site again (without having to search for
    it).

       My usual advice is to shrink the DHCP pool on the main router (if
    necessary), and assign a static, non-pool IP address to the access point
    ("Use fixed IP Address (not recommended)."), so that it's easy to find
    the WAP.  For example, DHCP pool: ".2" - ".199", WAP IP address: ".200"
    or ".250".  (Something memorable, outside the pool.)

       My quick Web search for Z700A found a User Guide which showed a DHCP
    pool of ".10" - ".99", which should be ok as-is.  (Netgear routers tend
    to default to ".2" - ".254", which leaves nothing free.)

       The alternative, "Get [its LAN IP address] dynamically from existing
    router.", would work as well, if there were a way to reserve an address
    for the R6400-as-WAP on the main router.  I didn't see a way to do that
    in the Z700A User Guide.

       That would be a reserved address, not a static address, but the
    effect is about the same.

       If you "opened the ports [...] on my modem [...]", and it has some
    kind of wireless stuff ("ATT wireless modem"), then your "my modem" must
    be a modem+router, not simply a modem.  Cascading multiple routers can
    cause multiple problems, such as "double NAT".

       The two usual options would be: 1. Configure your (unspecified) "my
    modem" as a modem-only, and use the R6400 as a full-function router, or:
    2. Configure the R6400 as a wireless access point.

       Without an actual maker and model number, I don't know what you can
    do how with your (unspecified) "my modem".

       For the R6400 as WAP, visit http://netgear.com/support , put in your
    model number, and look for Documentation.  Get the User Manual.  Look
    for "Use the Router as a Wireless Access Point".

      The router is the R6400 not the R6400V2.  The ATT modem/router lists the make/model as Z700A. The make is apparently ZTE which I got by searching on the model number, it is not shown on the modem/router or in the "about" tab on the ATT Homebase.  Before I do the WAP set up, the PS4 is connected to the router by an ethernet cable, if that makes a difference.
