R6400v2 cannot connect to 2.4ghz, can connect to 5ghz

Just bought a R6400v2 and I can connect to the 5ghz band just fine, but cannot connect to the 2.4ghz band at all. I've tried to connect with my iPhone 10, Macbook, Lenovo Thinkpad, and Nest Thermostat and none of them can connect. I've also found when factory resetting my router, Nighthawk tries to connect to the router and is unable to do so.

I'm on the latest firmware (V1.0.4.118_10.0.90 and have factory reset it after the firmware install and no luck. I've reset the router countless times, messed with the channels for 2.4ghz and nothing works. Surely there has to be something I'm missing here as this product is brand new. Can anybody help?

Have you tried simply downgrading the firmware a version?

Maybe the one you're on has issues.

Same issue existed before I upgraded the firmware. Not sure what that version was, but fairly certain it was the firmware prior to the most current. I'll try flashing that firmware but am skeptical that is the fix.

EDIT: Can confirm, I downgraded one version of the firmware, still same problem.
