repeatedly receive:Secure connection failed

Hello,

OS Windows 10
R6200 V2 Firmware Version V1.0.3.12

It does not matter what browser I use, when I open it I see "Secure connection failed". If I close and reopen it I may or may not have access as it does not always display the connection failed. If I click on my email, it may open or it may say 'Secure connection failed". Microsoft worked on it for a couple of hours and Dell spent about  hours on it, but could not fix the problem.

 

Also I have a Netgear problem,I have received a number of these erros in the past week, can you assist me it correcting it.
Error: (07/13/2017 08:46:05 AM) (Source: SideBySide) (EventID: 78) (User: )
Description: Activation context generation failed for "C:\Program Files\NETGEAR\ReadySHARE Vault\x86\GenieTimeLineAgent.exe".Error in manifest or policy file "" on line .
A component version required by the application conflicts with another component version already active.
Conflicting components are:.
Component 1: C:\WINDOWS\WinSxS\manifests\amd64_microsoft.windows.common-controls_6595b64144ccf1df_6.0.15063.0_none_108e4f62dfe5d999.manifest.
Component 2: C:\WINDOWS\WinSxS\manifests\x86_microsoft.windows.common-controls_6595b64144ccf1df_6.0.15063.0_none_583b8639f462029f.manifest.

    1. Does the issue persist when you bypass the router (connect straight to the modem)?

    2. Do you have the ReadySHARE Vault program installed? If yes, are you using it?

    3. If you are not using it, you may uninstall the program.

    4. If you are, please try uninstalling and re-installing the program.
