Router Not Acting as DHCP server; Cannot log in
This router is giving me a ton of grief. It seems to be acting as a wireless network switch instead of a router, so when I connect to the Internet it's not acting as a firewall or a DHCP server. All ...

It sounds like your router is in AP Mode. If true, and it's connected to a pure modem, then it will probably grab the public IP address your ISP has assigned to you. Any other device would not be able to obtain an IP address.
Disconnect the router from everything except power and perform a factory reset. Then connect a single computer to the router and go to routerlogin.net. You should be able to log in and set it up. Then reconnect it to your modem.
