Router Stuck in Setup Loop.
So I just recently factory reset to connect to a new network. Now my AC1600 is stuck in a never ending loop where it ask me to set my network name and password and then ask me to set my password and security questions for my netgear account, then rinse and repeat and i can never get connect to a webpage because everytime it redirects me to the netgear page. What is going on?

Which AC1600 is that. AC1600 is not a reliable guide to model number. Many devices come with an AC tag, but it is essentially a label that Netgear, and other brands, attach to hardware to describe wifi speeds.
Look at the label on the device for the model number.
What firmware version do you have on the device?
A number is more useful than "the latest". (It may not be by the time people read this.) There can also be newer versions, or "hot fixes", that do not show up if you check for new firmware in the browser interface.
It might also help if you told people what the modem is in front of this router, if there is one. The model number could be useful. Is it, by any chance, also a router, with a set of LAN ports on the back?

If you are trying to use the "password recovery" option, there is a bug in Netgear's implementation of password recovery on some devices. You can get locked into a closed loop.
If password recovery is enabled, but you have not set the answers to the questions, it keeps sending you back to the beginning of the process. If you haven't already given the thing your personal answers, they are not in its memory and it has no way of knowing if they are correct.
If the standard factory password (password) does not work, then you will have to factory reset the thing to get back to that.
